He designed the city in such a way that it represents the analogy of the human body. The Chandigarh Capitol Complex is the head, Sector 17 is the heart, lungs (the garden and leisure valley), circulatory system (road network), mind (educational and cultural institutions), and viscera (the industrial network).

Spread over 100 acres, the building is divided into three sections, including the palace of assembly or legislative assembly, the high court, and the secretariat.

All three buildings face each other. The first building was completed in March 1955, followed by the secretariat in March 1958, and the assembly in March 1961.

The structure has a double roof in the shape of an inverted umbrella, symbolizing protection and justice for the people. Eight-storied concrete slab covered by a huge egg-crate screen covered by the facade of the building.
